Essentially, you are asked to pay for the convenience.

Looking at it another way, they are trying to incentivice their work where no incentive exists(blame the govt policies).

Plus, they might not even know why they react in the way they do. Five Monkey, a banana in a cage story where none of the monkeys know why they behave the way they do, but they do!
