I always wonder why do companies work with contract labour. why is it so easy for the companies / management to continue to pay only the minimum wage to CL whereas give hikes(higher salary) to on-roll workmen. The law doesn't ensure salary higher than minimum wage even for 'on-roll' workmen.
one answer may be an ability to form union but then nothing stops the CL to form a union - we have seen maruti example.

One short term solution may be to modify S.10 of CLRA a little - word 'may' be replaced by 'shall'.(the govt dependent on business community for funds may find it difficult). many of the issues may get sorted.
it still wonn't answer as to why managements cant keep the wages of on-roll workmen to 'min wage' whereas manage to keep it that way for CL since ages. the solution to the problem may lie in the answer to this question.

Very interesting facilitation approach to build sensitivity around CL realities!

Unlike other countries, we are still slaves of 'class-based', 'caste-based' thinking - that percolates down in the way to design & run operations. Certain jobs (housekeeping, gardening, sanitation, catering) are still looked down as jobs to be carried out by lowest strata of the society. Economics of doing the business (labour intensive manufacturing) gives employers lever to offer 'bare minimum' to CL. Within CL - skilled resources (engineering, boiler operators) still command premium but rest of CL is a common amorphous mass that has no identity.
