When I read your article I can visualise about the scenario..you write it so well.
On the agreement part :
You have pointed out so well that all the &quot;reforms&quot; are only on papers. In practical world there is always a &quot;reform&quot; that is understanding.
The biggest irony is, the government who force the corporates for &quot;compliance&quot; are actually largest non complying entity and hiring contractors. Now we have traffic warden on contract, we have security guard instead of GRP and RPF on contract, we have TTE in railways on contract. My recent long train journey I have been told that the vendor appointed through IRCTC to sell tea, water etc are on contract and they don&#039;t get salary. They get commission such as Rs. 1 per water bottle so to make extra money they sell 14 Rs water bottle in 15 and railways for decades could never solve this problem. 

You rightly pointed out. In Gujarat, the labour inspectors do not bother factories because they want industry to prosper and in Diwali every factory almost every factories send them pockets.

Now on slightly disagreement side, the so called Unions have also destroyed the companies, job and created issues. There have been difficult to survive to industries, in the past and even in the present. You vast experience compared to me so my comment is based on limited reading. 

Yes, to conclude, the reform is not required just on paper but in true sense and this starts with government following the same.]]></description>
