Contract Labour Act, in my view, is an elegant piece of legislation. It supports need of employers as also workers while providing for safeguards agaisnt exploiation of labour. In practice however the law is grossly misused byh the employers and the unions too. Succesive Govts of whatever hue and color have deliberately ignored their issues, as politically they dont matter or count. Permanent workers have become a 'caste' unto themselves, as they need them to do work which is disagreeablde, and also take advantage of presence of contract workers in boosting their earnings thru successive settlements, Unions draw their membership from permanant workers, so they do not wont to irk their membership, and the labour deptts enjoy this situation most for their own benefits. The other beneficiaries are of course the lawyers, who educate employers and their employhees to perpetuate the menace.BJP has a strong committed following from the trader communities across the country, large nos hailing from Rajasthan, so the lead from Rajasthan. Maharashtra must have agreed to this "inter-state" cooperatoion at the political level. Unfortunate exploitation of voiceless numbers , their families, for generations. Its a sorry and a sordid state. Hope someone, and, of course, the Almighty
God is listening. The HR fraternity is mercifully busy in other than these live issues, or busy supporting their employers in continuing or extending their influence in the interest of reducing cost or increasing their profitability, under mistaken beliefs.
