Dear Vivek, Thanks to your missionary zeal, this problem is being raised and shared. Also, appreciate Mr Shrouti for his tireless efforts on employee concerns.
The Corona pandemic is a major challenge and many economic and social issues are being faced all across. The stakeholders -Govt, Employers and Unions are too busy with their own priorities . Even when the pandemic was not there was there concern?? -I recall the amended Maternity Benefit Act was passed in April 2017 and the related rules on Creche were still not released by the States till a few months back !!!
Unfortunate but True .. but options/solutions will have to be explored.
On the way forward on the above problem highlighted by you , I do not see the Authorities and Employers really stepping forward. Perhaps in the short term as mentioned, some local/self help solutions would have to be worked out.

There is an African quote that goes “it takes village to raise a child” the only solution to the problem quoted in your blog is for the women and men of the factory to come together to support each other by looking after each other’s little one. And also in general for the men in the house hold to step up. The organizations should allow flexibility to select shifts for this to be administered .

While the word 'unfortunate' will look like a cliche, there's no close substitute to label the situation you have written about. Why would leaders in the government bring 'meaning' to the world of women? If they were compassionate, would their moral imagination have not followed suit? Without the concern empathy that crises is humanely met with, we see powerless migrants, male and female struggle to stay alive, as they head home in pain they willingly suffer for, to experience self-respect. Your stress on dialogue between owners of enterprises and working women reads the more practical approach in this tragedy. The disaster is not the virus however. Malaria still kills more people worldwide than the COVID-19 beast. The disaster is privilege of control over scarce resources. The privilege does not know where the advantage begins and when misery strikes.
