Dear Patwardhan,

A great report. It supports the Reforms. A few points to ponder on:
1. 'Reforms' of India and Germany, UK and perhaps other countries need a closer look and comparison. Dr. Ishwar is a scholar and my assumption is he would already have done it and therefore the conclusion will not change. He may share it with us.
2. 'Welfare' measures are critical for reforms to succeed. The report mentions that India is way behind other countries compared. To what extent this would affect the economic progress in India, as achieved by others, may be another area of our education/information.
3. Two other factors need an understanding: Indian Business structure compared to the West and the Corruption (by all: society, businessmen, politicians and bureaucracy). How much will these factors affect the final outcome.

A minor point: The report states in the early part that the union membership did not increase as economic development happened, since private sector grew more. In conclusive paragraph it advises the Unions in India to be play a more collaborative role. Perhaps the expectations are that this might result in a different, more positive outcome in India. Need comment form the author.

So, the debate might shift from Reforms to what kind of reforms and the various other factors critical for Reforms to produce desired results.
