Thanks for sharing the wonderful article Yes, last week this was reported in the Press too
A few thoughts came to mind 1)Many years back the trend was to have “Friday” dressing..the debates on what is allowed and not allowed would be there. The HR colleagues would carefully draft it to manage both the expectations as also face upto the Leadership questions 
2) The attempt often to have some “fun n informal’ work atmosphere is there - most offices and employees plan a colour for the day etc There is also some song n dance at times 
Perhaps, our Senior Executive referred in the article has heard/read about such “best practices “ and wanted to make a point ?? Or did the person get a developmental feedback to focus on People ?So he went forth perhaps to change his approach and be Informal <img src="https://s.w.org/images/core/emoji/17.0.2/72x72/203c.png" alt="‼" class="wp-smiley" style="height: 1em; max-height: 1em;" />

As reported, this was not a bank wide resolution/ order that was released all across as I can make out. However, given the current scenario wherein media/social media is thirsty for news —-it gets prominence !!!

Nonetheless, a learning for all in these times on how to avoid getting into the limelight for wrong reasons]]></description>

Surprisingly it was not reported in media. The story of old man rewarding young boys for taunting was interesting. It shows how reward and punishment can be used to modify behaviour.
